Since Vista x64 requires signed drivers and this Starforce driver wasn't Windows Vista reported it as corrupt during the boot process. Following the advice of both Windows Vista's error message and some documentation online I went through the repair procedure from the Vista DVD.

I checked the log when the procedure completed and it stated that a corrupt driver was found and a system restore was performed. Once the computer booted into Vista I could hear my hard drives working very hard and the system was very sluggish.
