On the right side, select Add Roles. This will launch the Add Roles wizard. On the Introduction to Terminal Services screen, click Next. Configure the type of discovery scope that should be used for this License Server, either Domain or Forest. Also, select where the TS Licensing database files should be located. Workgroup mode license servers must be in the same local subnet as the terminal servers to be discovered automatically.
Domain mode license server will be discovered automatically provided the license server is installed on a domain controller. Forest mode license servers will always be discovered automatically by terminal servers as an entry for the terminal server is made in the Active Directory site object just as in Windows Server Microsoft recommends using Forest mode for most implementations.

You'll receive a message that states that the CALs have been installed successfully. After you verify that the new license server is functioning correctly, deactivate the old license server. To do this, uninstall the Terminal Services Licensing component on the old server. You should regularly back up the Terminal Services license server by using Windows Backup or a similar tool. Regular backups help protect your licensing data from accidental loss if the system experiences hardware or storage failure.
When you back up a Terminal Services license server, back up both the system state data and the folder in which the Terminal Services license server is installed. By doing this, you make sure that data in both the registry and the Terminal Services license server database is backed up. The installation can be performed using by selecting Roles from the tree in the left hand panel of the Server Manager tool. If the server is already configured with the Terminal Services role, click on the Add Role Services link.
In the resulting dialog titled Select Role Services select the check box next to TS License Server and then click Next to proceed to the Configure discovery scope for TS licensing screen as illustrated in the following figure:. The selections on this screen define whether licenses are to be issued to systems in the same workgroup, domain or domain forest as the license server.
The correct selection here will depend on your network configuration. Once the selection has been made click Next followed by Install on the subsequent confirmation screen.
On a server which is does not have the Terminal Services role installed, open the Server Manager , select Roles from the tree in the left hand panel and select Add Roles. Click Next on the initial screen if it appears so that the Select Server Roles screen is displayed. From the list of roles select the check box next to Terminal Services and click on the Next button. Read the information screen and then proceed to the Select Service Roles screen.
Check the box next to TS Licensing and click next. As described above, choose whether the server is to be accessible to terminal servers in the same workgroup, domain or domain forest as the license server.
